Instead of producing a normally False value until the button was clicked, it produced a normal True value when the VI executed. Since the code saw the STOP was always true it could only perform one execution before exiting. I have no idea how this got changed or how to tell what the default (normal true/false) value a button should produce. I was only able to fix the program by replacing the STOP button from one copied from an earlier version of the code.
