Since the tracks appeared to leave an oily redisue I pulled it for cleaning. It was seen again after O1 cleaning. Motion was dampend by hand, and the lower shutter was closed to reduce the wind load on the telescope. I am not sure how the paint got there since it appears to be the color of the walls not dome. This seemed to get the system started up and running. And I didn't have any abnormal issues until going to shutdown where the mount failed to reach its destination in RA. Not really sure what happened.
