It looks like the VPN was having some kind of trouble connecting with IPv6 enabled. After disableing it on both adaptors, and turning off the 6to4, isatap and teredo interfaces. Routing and DNS request started working though the VPN adaptor. However concurrent with this investigation I found that cisl maintains a proxy server called proxy.subversion.ucar.edu that we can point to from outside the firewall instead of vpn'ing in then doing svn updates/commits. I am currently doing a check out of the hao-ig repo to the office machien from the proxy server and everything seems to be working.
