Went up to check the spar to try and understand the DEC ossilations

Found the RA proportional gain to be too low and the DEC to be too high.

Default values were:
RA Prop: 10
      Int:   .05
Dec Prop: 450
      Int:   .05

But I find that:
RA  Prop 70
      Int   .015
Dec  Prop 300
     Int    .006

Are better values. 

We are running with this values now; but if the sgs program restarts we will revert back to the default values.
